Online Export Request Licence

The procedure applicable for the Online approval to be obtained for Export of Gem and Jewellery consignments – FOB Value below USD 200/-

a.The Exporter who wishes to do Gemstone and Jewellery Exports under this category shall possess a Valid Gem Trading Licence covering a minimum stock value of Rupees 500,000/-.

b.The consignor should obtain a comprehensive Insurance Policy covering the Declared Consignment value Issued by a reputed Insurance Company registered in Sri Lanka Insurance Board.

c.Following documents should be submitted via the Online Export Services Process of the National Gem and Jewellery Authority Website. The link is as follows Online Export – NGJA
i.An Invoice covering the details of consignee
ii.Insurance Policy Report
iii.NGJA Payment – Free of Charge

d.An acknowledge email will be received to the Consignor/ Exporter of Gem/Jewellery Export with respect to receipt of relevant documents.

e.In accordance with the Gem & Jewellery Act No: 50 of 1993, approval to conduct Gem & Jewellery Export Sales via the Internet, will be granted based on the recommendation of the Assistant Director – Valuer Gemmologists and Assistant Director – Export Services and Export Marketing.

f.The Exporter should adhere to the Rules and Regulations of Sri Lanka Customs by submitting Custom Declaration with respect to the export using the Asycuda System of Sri Lanka Customs. Please note that the NGJA will not be involved or responsible for the same.

g.Submission of the consignment to a Post Office With EMS Facility or Courier Service along with the following documents:
i.Online Approved Invoice
ii.Reference Number Issued by NGJA
iii.Insurance Policy Report obtained from the registered Insurance company covering the FOB value (Maximum of US$ 200.00 or covering Consignment Value)
iv.Gem / Jewellery Testing Certificate – If available
(From NGJA Gemological/ Assaying Laboratory, Reputed International Laboratory or locally Registered Gemological Laboratory)

h.Acceptance of Consignment for Delivery By Post Master / Courier Service by issuing a Tracking Number to Consignee (Gem/Jewellery Dealer)

i.NGJA will not be responsible for or certify the values indicated in the Export Invoice as there was no physical examination of Export Items against the Export Invoice. Further, NGJA will not be liable for the purchasing terms and financial negotiations between the two parties.

j.The Export Division of NGJA and Sri Lanka Customs have sole authority to call for a physical examination for a randomly selected export consignment from the export system.

k.The Export Division of NGJA has sole authority to call for physically examination of a suspicious or contradictory Online Gem and Jewellery Export Consignment with the submission of export invoice/ at the time of processing or after granting approval for the export.

a.The Exporter who wishes to do Gemstone and Jewellery Exports under this category shall possess a Valid Gem Trading Licence covering a minimum stock value of Rupees 500,000/-.

b.The consignor should obtain a comprehensive Insurance Policy covering the Declared Consignment value Issued by a reputed Insurance Company registered in Sri Lanka Insurance Board.

c.Following documents should be submitted via the Online Export Services Process of the National Gem and Jewellery Authority Website. The link is as follows Online Export – NGJA
i.An Invoice covering the details of consignee
ii.Insurance Policy Report
iii.NGJA Payment Receipt for the amount of Rs. 500/- + 15% VAT (RS.75/-) = Rs. 575/-

(Cheques will not accept)

d.An acknowledge email will be received to the Consignor/ Exporter of Gem/Jewellery Export with respect to receipt of relevant documents.

a.The Exporter who wishes to do Gemstone and Jewellery Exports under this category shall possess a Valid Gem Trading Licence covering a minimum stock value of Rupees One Million.

b.The consignor should obtain a comprehensive Insurance Policy covering the Declared Consignment value Issued by a reputed Insurance Company registered in Sri Lanka Insurance Board.

c.Following documents should be submitted via the Online Export Services Process of the National Gem and Jewellery Authority Website.

i. An Invoice covering the details of consignee
ii. Insurance Policy Report
iii. NGJA Payment Receipt for the amount of Rs. 1,500/- + 15% VAT (RS.225/-) = Rs. 1,725/-
